Yes....an eye surgeon or a plastic surgeon can operate on one eye to make it match the other.
They do not usually take fat out of the upper eyelid, which is the one I think you have a problem with, but they can remove any excess skin, in fact this is clearly warranted if it is affecting your vision.
There will be a small scar, however, it will be in the crease of your upper eyelid, and not normally visible.
A plastic surgeon can also remove skin and fat ( bags ) from lower lids.
